Anchor Works – Building Sustainable Communities on Dumballs Road
The Brief
United Living required the delivery of a reliable and sustainable mechanical and electrical infrastructure for 432 residential units across two adjacent buildings on Dumballs Road, Cardiff. The development includes one- and two-bedroom apartments, private amenity spaces, rooftop facilities, ground-floor commercial areas, parking, cycle storage and a gymnasium. A key priority was ensuring that the infrastructure aligns with Cardiff Council’s vision of becoming a carbon-neutral city by 2030.
ISTL was tasked with delivering core services, including electrical systems, plumbing, communication networks and heating solutions, while integrating sustainable technologies such as:
- Solar panels for renewable energy
- Electric vehicle (EV) charging stations
- High-efficiency heating and cooling systems

ISTL worked closely with the main contractor and project stakeholders to deliver a seamless and efficient fit-out for both buildings. Our approach focused on collaboration, attention to detail and meeting sustainability goals.
Key contributions included:
- Integrated Systems Delivery – Installation of advanced lighting, power, plumbing and heating systems tailored to project requirements.
- Energy Efficiency Focus – Deployment of high-performance air conditioning and ventilation systems to optimise energy use and resident comfort.
- Safety and Security – Implementation of robust access control, fire alarms and intruder alarms to ensure safety throughout the development.
- Sustainable Infrastructure – Integration of solar panels and EV charging points to support Cardiff’s environmental goals.
- Future-Ready Communication Networks – Installation of advanced communication systems to ensure long-term connectivity.
By maintaining clear communication and a proactive approach, ISTL ensured the project progressed smoothly, delivering high-quality outcomes that aligned with the client’s objectives.
